Hardened Structures is a Design-Build firm specializing in the confidential planning, design and covert construction of fortified homes, bomb shelters, underground shelters and homes with underground bunkers, survival shelters, bunkers and hardened military facilities. These facilities are designed for sustainability with independent sources of power and water and incorporate numerous defensive and offensive capabilities. They can serve as a primary dwelling, vacation home, corporate retreat, long term shelter or expanded multi-function compound. The Hardened Structures Team of specially trained shelter engineers can provide all designs, planning, estimating, engineering, modeling, construction and technical support to offer complete turn-key survival facility solutions for private/residential, commercial, military and special projects. Hardened Structures can also provide all of the specialized equipment necessary for underground bunker construction, such as HEMP/EMP shielding, CBRN air filtration systems, blast doors, blast valves, water generators, and much more. Brian Camden
President and Founder
Civil-Structural Engineering
Professional Construction Program Manager
Mr. Camden is a Professional Construction Program Manager and has managed over $800M of government capital construction programs. He has extensive knowledge of current US and foreign construction markets and served as an expert witness on several shelter projects, as a construction claims arbitrator, and has led numerous value engineering teams.
In 1991, Camden started Hardened Structures Hardened Shelters, LLC and developed it into a major bomb shelter and fortified facility home design/build firm. He has completed numerous projects in the US, Canada, and overseas. Hardened Structures is ITAR and EAR compliant and is registered with the US Department of State to provide “bomb shelter” designs to friendly foreign entities. As an ATF Licensed Importer of War Material, he has the authorization to import CBRNE systems.
Kevin LaPierre, PE
Served as the structural engineer responsible for providing expertise in structural engineering, structural- blast-ballistic hardening construction contract developments, and engineering studies for new constructions, renovations, and improvements to facilities. He has evaluated numerous hardening programs and projects to assure compliance with all threat mitigations, environmental, energy use, safety, security, and structural standards. Served as technical representative for negotiations, administration, and monitoring of engineering, threat/risk compliance, and construction contracts.
Douglas Clark, ALA, NCARB, CPHC, CPHD
Mr. Clark is the Design Leader for Hardened Structures Hardened Shelters LLC, for hardened underground shelters, confidential high security buildings, both commercial and residential, and ITAR compliant international government contracts for the development of hardened above ground and below ground secure facilities. He has managed several architectural design teams, structural engineers, CBRNE specialists, and EMP design/build shielding teams, and had successfully completed over $200M in hardened shelter projects in US and internationally.
Bill Berry, AIA
Rear Admiral (retired) Scott Moore
Rear Admiral Moore leads Hardened Structures Facility-Site Red Team Analysis and oversees client specific site offensive-defensive strategy elements. He is a former United States Navy SEAL with over thirty years of experience leading Naval Special Warfare (NSW) and Joint Special Operations Forces (JSOF), with visibility at the highest levels of the U.S Government and counterterrorism policy world. Admiral Moore began his NSW career as a Platoon Leader of 16-man SEAL platoons at SEAL Teams 1 and 2, and commanded elite 35-man SEAL Assault Squadron at the Naval Special Warfare Development Group.
He served as Commanding Officer of SEAL Team Two prior to being Commanding Officer of the Nation’s premier National Mission Force (SEAL Team Six) during combat operations in support of Operation Enduring Freedom. Admiral Moore was awarded the Presidential Unit Citation (unit equivalent of the Navy Cross, the second highest award in the U.S. Military).
He served as the former Director, Counterterrorism (CT) Division, National Security Council, White House. Served as the go-to NSW Officer for DoD on an interagency team responsible for providing the President and his key staff critical information on global terrorist threats, thus enabling critical contingency and policy decisions.
Jeffery Perry

Mr. Perry is a mega-project delivery expert, he brings a wealth of diverse experience on technically complex high-value, time / budget sensitive projects to steer projects towards success. He is a Master Project Planner, dispute resolution expert, and schedule delay subject matter expert. He has been retained in over 100 cases as the schedule expert for arbitrations and jury trials seated in Australia, Canada, China (Hong Kong), Ecuador, Egypt, France, Indonesia, Kuwait, Malaysia, Qatar, Singapore, Switzerland, Thailand, United Arab Emirates, and the USA. He has been involved in project disputes ranging in value from many millions of dollars to over four billion dollars and has been responsible for the recovery of eleven distressed projects in eight countries.
